[AMBARI-18642] During HDP upgrade, Ambari does not allow redirecting the /tmp/upgrade directory elsewhere

Description

While upgrading HDP from one version to another, the upgrade and automatic backup writes to /tmp/upgrade. This local directory does not appear to be configurable and it consumed all the space in /tmp causing the upgrade to pause.
