[AMBARI-17971] Ambari upgrade to 2.4.0 adds several config properties that are not necessary and some are incorrect

Description

Deployed Ambari-2.2.2 and HDP-2.4 with default configurations. Performed Ambari upgrade to 2.4.0. Several config changes were reported. While some are necessary a number of them were not required.

Went through the config changes and identified several that need to be marked to not get added during Ambari upgrade and a few that need to be moved to appropriate stack version.
