Description

Steps

1. Create a user and assign "Cluster Administrator" role
2. As an admin, Register a new version
3. Logout and login as the user created in step 1
4. Try to perform "Install packages" operation from UI

Result
"status" : 403,
"The authenticated user does not have the appropriate authorizations to create the requested resource(s)"
