[AMBARI-15333] Host check warning for User Issues shows incorrect message

Description

1.Install and start ambari-server a one-node cluster where service users already exist.
2. In Step 3 of the Installation wizard, click on "Click here to see the warnings" and expand User Issues.
3. The message incorrectly shows that a user exists on multiple hosts (see attachment) rather than listing all the service users that exist on 1 host.
