[AMBARI-15049] Sometimes background operations have incorrect order

Description

Steps to reproduce:

1. Deploy cluster.
2. Refresh browser.
3. Start all service checks quickly (should be started at least 12-13 checks at the same time).
4. After start last check close Background Operations window.
5. Open Background Operations window.
6. Click "Show more" until all jobs will be opened.

Result: some operations are placed incorrectly or duplicates
