[AMBARI-14334] On service config page config property can be overridden multiple times for same config group

Description

1. Go to service config page
2. Add override for any config (to group "group1" for example) and save changes
3. Go to default group and click override for same config
AR
In popup user can select same group ("group1") and new override will be added to same config group
ER
There shouldn't be "group1" group in select since same property can be overridden twice for same not default group
