[AMBARI-14324] Users with non-administrator permissions should not be presented with an option to edit stack repository URLs

Description

Users not assigned the Administrator role is presented with an option to edit the stack repository URLs. This ability should be allowed only by the Ambari administrators, who have the ability to manage stack versions.
Note: Non-administrator users can not manage stack versions, just edit the repository URLs for a previously registered stack.
