[AMBARI-13027] AMS status should indicate failure in a dead RS scenario

Description

Situation: HMaster process is up and running but RS is dead due to heap pressure resulting in ZK timeout for RS but not Master. Ambari calls take a long time to finish.
If RS is dead AMS should not indicate Live status.
