[AMBARI-12360] Overrides in Custom Properties for non-default config groups are shown in the default config group as editable without link to non-default config groups

Description

This is a regression from 2.0.1.
This issue happens when created a new custom property in Non-default config group, then go back to default group, the newly created property show up as editable.
Expected: should show up as uneditable with "switch to 'group1' " text at the end.
