Build #1377, hdp 2.2.6

noticed odd yarn service check failures.

curl hits the standby RM, then fallsback to active, but it takes too long. on
retry the operation succeeds, but first time - often fails (as part of e.g.
start all services, etc.) hdfs ha, yarn ha, kerberos
