Permission denied on .hash file when starting ambari server as non root user on ubuntu

    Description

      Created a non root user 'ambari' during ambari-server setup on Ubuntu. then
      su - ambari -s /bin/sh
      /usr/sbin/ambari-server start throws the below error on each service.

      /usr/sbin/ambari-server start
      Using python  /usr/bin/python2.7
      Starting ambari-server
      Unable to check PostgreSQL server status when starting without root privileges.
      Please do not forget to start PostgreSQL server.
      Organizing resource files at /var/lib/ambari-server/resources...
      ERROR: Exiting with exit code -1. 
      REASON: Can not organize resource files at /var/lib/ambari-server/resources: Can not read file /var/lib/ambari-server/resources/common-services/SLIDER/0.60.0.2.2/package/.hash : [Errno 13] Permission denied: '/var/lib/ambari-server/resources/common-services/SLIDER/0.60.0.2.2/package/.hash'
      

      This is working fine on centos6
