[AIRAVATA-3213] PGA users with READ permissions for a shared project cannot use/select the project

Description

I have created a project with name "mk_iu_pga_READ" using "murali_iu_pga" userid and READ permission. This project is shared with a Django portal user "murali_iu" and with another PGA user "murali_gmail_pga". The PGA user while creating an new experiment cannot select this newly shared project whereas the Django user can select it. Please refer screenshots.
