[AIRAVATA-3100] Can add the same user account in a user group and upon saving throws an exception

Description

1. In user groups, searched for a user and added to the group, when searched again, same added user appears and can be added.
2. When the same user group is listed multiple times and saved, an exception throws.
3. Once added the same account should not appear again.
4. In order to clearly display that it got added, it should get added to the top of the list. Currenlty they are added in between.
