Change of binary path in SciGaP portal didn't reflect the change in job submission until GFAC was restarted

    Description

      1. A gateway modified the binary path in SciGaP for one of their clusters.
      2. The new binary path is updated in DB tables and visible in both SciGaP portal and gateway portal.
      3. But GFAC was submitting the job with previous binary path
      4. It was refreshed and the c=updated path was picked up only after gfac was restarted.
