Display credentials per user in the Admin Credential Store

    Description

      With the campus users adding their own credentials, the list of credentials in the Admin Credential Store view will grow to be very long. So we need to give the admin user a way to filter the list. It will be useful for admins to be able to see user generated credentials so that they can help troubleshoot user issues.
