[AIRAVATA-2016] In production SEAGrid portal for some user accounts getting error 'User is not authenticated or authorized' when tried to login

Description

For some users getting the ErrorException but not for all of them. Users with admin, gateway-user role got the error and at the same time users with same access roles were able to login without an issue.
