[ACCUMULO-4675] "accumulo-util gen-monitor-cert" doesn't work

Description

When I executed "accumulo-util gen-monitor-cert" command, I encountered the following error in spite of setting JAVA_HOME correctly.

# bin/accumulo-util gen-monitor-cert
JAVA_HOME=/usr/jdk64/jdk1.8.0_112/ must be set and exist

After I fixed this bug and execute the command again, I faced the following error.

keytool error: java.io.FileNotFoundException: /root/accumulo-2.0.0-SNAPSHOT/conf/conf/cacerts.jks (No such file or directory)
