Major Description
After we updated to the newest apache.pom, the DEPENDENCIES file is being automatically created as a part of the release process.
This is problematic because it fails the rat-plugin's check.
Short term is to just add an exclusion on DEPENDENCIES. ctubbsii is investigating a long-term fix.
