[ACCUMULO-38] Add svnignores for eclipse specific files/folders

Description

Eclipse files .project, .classpath, and the .settings folders are not ignored, so they need to be manually unchecked for every commit (or risk having them committed, which is worse). Update the svn ignore settings to have these files ignored for all users.
