Description

Creating this based on discussion in ACCUMULO-3176. The javadoc for setting per table problem should explaing the following.

• The operation is asynchronous (it will return before all tablets have seen the config change)
• Its eventually consistent (different tablets will see the config change at different times)

Could possibly outline the work around mentioned in ACCUMULO-3176 using clone table if higher consistency is needed.
