[ACCUMULO-3112] MiniAccumuloClusterGCTest appears to leak processes

Description

Noticed that my jenkins server died again and left a bunch of Accumulo processes running.

All of the processes were from MiniAccumuloClusterGCTest (3 masters, 3 zookeepers and 1 tabletserver). There has to be something in how this test operates that keeps the processes for this specific test around but none of the other ITs processes.
