[ACCUMULO-3035] continuous-env.sh requries variables to be set in both itself and in accumulo-env.sh

Description

I tend to not set JAVA_HOME, HADOOP_HOME, etc in accumulo-env.sh because I already have them exported in my current environment.

When running continuous-ingest, I will set JAVA_HOME, ACCUMULO_HOME, HADOOP_HOME/PREFIX, and ZOOKEEPER_HOME to the correct values, but trying to start the ingester just complains at me.

Either accumulo-env.sh should be sufficient, or continuous-env.sh should invalid the need to have them set in accumulo-env.sh. Ideally, if the variables are already present in the current environment, that should invalid the need to have them set anywhere.
