Description

While looking into a user's problem, I noticed that the loop that is used to construct iterators that are set on a table could be made more efficient.

Notably, we loop through each IteratorScope even after we've already configured scope. Given how often we scan tables internally (as a part of Accumulo running), we could make this parsing quicker.
