Description

We should investigate and clearly spell out in the documentation:

1. Location of RFile HDFS blocks vs. tserver assignments (is it true that "compaction leading to eventual locality" and if not, why this isn't important)
2. Recommended setting HDFS balancer
3. Recommended setting for HDFS short circuit reads
