Functional tests don't configure Monitor log

    Description

      In reviewing ACCUMULO-1658, we missed one line that has an extra level of "conf":

      test/system/auto/TestUtils.py line 50

      LOG_MONITOR = os.path.join(ACCUMULO_CONF_DIR, 'conf', 'monitor_logger.xml')

      I believe the net result is tests end up using the original monitor logger file.
