Description

it might not be a good idea to do thousands of globStatus() calls to the namenode during start-up on a large cluster. Wait to clean-up _tmp files to scenarios where _tmp files are likely to exist:

1. when log recover is performed
2. when tablet needs to be compacted right after it is loaded
