As spotted when working on a few things, such as bug #55026, we should have a single place for OPC to get the SAX Reader from, rather than duplicating the code in several places

Switched to a common helper in r1569991, thanks to Stefan Kopf for the idea

Seems to be fixed based on previous comment, plesae reopen with comments if there is still work to do here.
