Current implementation of FilePanel has the following drawback, it always start from user.dir (system property) if it was never used or from last open folder.

When you relaod a Test Plan that for example has set a value in FilePanel, instead of taking into account the value set as the starting folder it will start again from user.dir (system property) which is very annoying.

The proposed patch has also the advantage of enabling user to input a folder start, browse will start from it.
