adds overlay setting to chart legend

This patch adds the ability to set overlay on the chart legend.

It also set overlay = false by default. This is what Excel does. Is that the right thing to do?

patch reviewed, one testcase added to assert excel default behavior overlay = false

merged in trunk revision 1539169
