mod_perl is not part of Apaceh HTTP Server.

wat? Since when is libapreq2 part of mod_perl?
Would patch for mod_perl apply to your tree?

Confusing.

This patch is valid, and applies to apreq, which is notionally an httpd subproject and does live under httpd in our repos.  There's nowhere obviously right for it in bugzilla, and to cap it all our bug reporting webpage is obviously outdated.

I'd say the OP did the right thing reporting here.  The fault lies with ASF not providing a 'right' place to report libapreq bugs.  Taking this up on dev@.
