Using fop .93, .95 arabic did not display, it displays #'s. when using XSL-Formatter it displays good. And I read on some thread here that is a glyph error, how to recover that Please, I have a product that is currently sold in Middle East based on system I owe using FOP libraries, so please help me!

You need to use a font that has the necessary glyphs. Please see: http://xmlgraphics.apache.org/fop/faq.html#pdf-characters

But being able to display Arabic glyphs doesn't mean that FOP is able to properly typeset Arabic script.
