fop's *configuration file* (conf/fop.xconf) is distributed under Apache License, Version 2.0; there is the apache license clause at the front of that file. IMHO, It's just a configuration example and not under the influence of the license and it might prevent that other software just using fop distributed under other license incompatible with apache license, contain that configuration file (itself or modified version) not under apache license. Could you please consider to make the configuration file license free and freely distributable?
Makes sense what you say. I've cross-checked with the ASF's source header policy [1] and I agree that this can be removed. But I don't think anyone would ever have sued you if you removed the license header from this particular file.
