Yes! The NOTICE file must contain an attribute for the ASF.	The standard ASF attribution is given 
below:

	This product includes software developed by
	The Apache Software Foundation (http://www.apache.org/).

http://incubator.apache.org/guides/releasemanagement.html#best-practice indicates that jars should 
contain NOTICE and LICENSE files in the META-INF directory.

Fix for this bug renames LICENSE.txt to LICENSE, adds NOTICE and adds NOTICE and LICENSE to all jars.
