If the attribute value break-after="page" is specified for a fo:block tag, a 
page break should not be thrown if the page is already full. This causes blank 
pages if the contents of a block fill one or more pages exactly.

I can't reproduce the problem with a simple testcase using 0.20.3.
A full testcase would have helped.
