Currently, the sitetree is not reloaded when the XML file was changed. This
problem only occurs when the publication is maintained "by hand", but I think it
should nevertheless be fixed. What do you think?

is this still valid? and why should we support circumventing the site tree?

the sitetree class now checks last modified.
