use of the proportional-column-width() function is only supported when table-
layout="fixed" Currently this scenario is checked for in the class 
PPColWidthFunction but it is reported to the user as a FATAL error, when it 
should just be a WARNING. This confuses users into thinking they've done 
something horribly wrong when in fact the column-width is simply ignored.
