The main Navigation consists of two components. Part one is a content oriented
navigation (general information, of interst for all users)and part two is a
target group oriented navigation (prefered interest e.g. industry specific of a
certain group). Each Content page can be adressed to a specific User group
(target group)

This could be achieved using different concepts:

a) multiple site structures on a common document repository

b) reference entries in site structures
