Description

Standalone Tiles has no Struts integration. Build the components needed to make Standalone Tiles work
with Struts Action Framework. I'm not sure if Tiles or Struts Action is the best place to keep this.

The patch submitted by WW-1418 probably is part of the integration.

I think that WW-1450 is part of the integration, though I don't think it is right to put register a customized TilesUtilImpl

For Struts 1, the integration consists of:
- A plugin;
- The refactoring of TilesAction.

Integration for Struts 1 and Struts 2 has been built inside both of these frameworks, no changes needs to be done here.
