To make it easy for tools to import local versions of DTDs and Schemas defined by Shale, create an XML Catalog according to the OASIS specification for catalogs[1], and publish it on the website in the same directory that DTDs and schemas themselves are published.

Here's a candidate for the catalog file. It presumes that the DTDs themselves will be published in the "dtds" subdirectory on the website, as per previous practice. If this is changed as a result of ~~SHALE-230~~, the xml:base attribute will need to be updated.

A revised version of the proposed catalog entry, which includes both the Clay and Dialog configuration DTDs, will now be part of the published site at URL:

http://shale.apache.org/catalog.xml

I am also publishing the site, which should sync in an hour or so.
