Description

Handling of exceptions from application event handlers is currently ad hoc, and
does not always guarantee that ViewController contracts will be fulfilled. We
need a general strategy for handling such exceptions that fulfills contracts,
and offers application developers some choices in how they are handled (ignore,
log only, log and rethrow, log and accumulate into an exception thrown at the
end of the request).

Along the way, ensure that issue 38000 in particular gets addressed
