    Description

      This is a follow-up JIRA from KAFKA-1389.

      There are a bunch of places in the unit tests where we misuse AdminUtils.createOrUpdateTopicPartitionAssignmentPathInZK to create topics, where TestUtils.createTopic needs to be used instead.
