[ZEPPELIN-4583] install-interpreter.{sh,cmd} cannot resolve dependencies

Description

I'm using the netinst distribution of Zeppelin in it in order to have a small server and install only the interpreters I'm going to use. However, when running install-interpreter script I get this error no matter is the interpreter I'm going to install:

 org.sonatype.aether.RepositoryException: Cannot fetch dependencies for org.apache.zeppelin:zeppelin-jdbc:0.8.0

 
So there are two problems: 

• Zeppelin 0.8.2 is trying to install 0.8.0 interpreters
• Even if you force to install the right version the problem still happen
   
  An additional note: The fetch error appears to be that Zeppelin tries to hit Maven repos using `http://` namespace, which is not supported anymore.
