[YARN-2760] Completely remove word 'experimental' from FairScheduler docs

Description

After YARN-1034, FairScheduler has not been 'experimental' in any aspect of use, but the doc change done in that did not entirely cover removal of that word, leaving a remnant in the preemption sub-point. This needs to be removed as well, as the feature has been good to use for a long time now, and is not experimental.
