Description

I went to the RM UI app page for an application that failed to start with the error: org.apache.hadoop.security.AccessControlException: User user cannot submit applications to queue root.foo

I tried to click on the AM logs link and it just redirected me back to the RM page. if the AM didn't start we shouldn't show an attempt there.
