Description

The currently used (and latest) 1.0.3 version of juniversalchardet is EOL and has been since July 2011. Requesting Tika move to the following fork that is active and supported:

Background:
juniversalchardet is a Java port of Mozilla’s universalchardet, which is a character set encoding detector. This project was hosted on Google Code which was shut down in 2015.
The project was never moved to another site, and has been EOL since July 2011 but an active fork exists (referenced above).
