As seen in README.txt in release 1.2.8:

this bug is just to make sure that this functionality would be needed (at least
by me ;-) ) and that it doesn't get lost on the mailing list (see "problem with
forwardPattern and modules" on struts-users mailing list).

As far as I can tell, these attributes are being used correctly in Struts Action 1.3 and I'm currently using the forwardPattern attribute in at least one application. Please reopen if you test your app in 1.3 and still find it not working correctly.
