automate updates to _RWSTD_VER

Description

It's easy to forget to update the _RWSTD_VER macro with the right version, or to update it incorrectly. Since the library version is also encoded in the name of the branch or tag, it would be less error-prone if the _RWSTD_VER macro were automatically generated from the name of the directory by the configuration process. This is an enhancement request to investigate this automation.
