Stabilize mllib ClassificationModel, RegressionModel APIs

    Description

      The abstractions spark.mllib.classification.ClassificationModel and spark.mllib.regression.RegressionModel have been Experimental for a while. This is a problem since some of the implementing classes are not Experimental (e.g., LogisticRegressionModel).

      We should finalize the API and make it non-Experimental ASAP.
