[SPARK-21148] Set SparkUncaughtExceptionHandler to the Master

Description

Any one thread of the Master gets any of the UncaughtException then the thread gets terminate and the Master process keeps running without functioning properly.
I think we need to handle the UncaughtException and exit the Master gracefully.
