[SOLR-15968] bin/solr zk always throws exception

Description

To reproduce:

bin/solr start -c
bin/solr zk ls /configs/_default

You will see a response like this

$ solr zk ls /configs/_default/
managed-schema
protwords.txt
solrconfig.xml
synonyms.txt
stopwords.txt
lang

The command seems to succeed, so this is more an unclean shutdown of zookeeper client.
